- The MA Department of Conservation & Recreation (DCR) was formed by the merger of the Department of Environmental Management and the Metropolitan District Commission in July 2003. Its mission is to protect, promote and enhance our common wealth of natural, cultural and recreational resources for the well being of all. DCR is continuously working to deliver world class conservation and recreation services, demonstrate progress toward world class parks, and generate public appreciation and support for the resources that we manage.
